Unfortunately Mr. Price complicated the question by charging Mr. Coughtrie with being guilty of personal abuse of the Surveyor General, (and he (Mr. Price) also attributed motives to Colonel Stuart in the advice he gave as a Member of my Council (when in command of the Troops) and in the professional opinion he expressed on a further reference of the papers to him on a unanimous vote of the Executive Council.
