As Official Assignee, where the duties of an Officer are added or changed, the security does not cover the additional Office.
So here Mr Alexander was Registrar long before the Bankrupt Act and his security never covered his office as Official Assignee under it. I think the security should properly be given to the Court because I have very great doubt about the Official Assignee giving any proper sense of security.
The Official Assignee is the servant and Agent of the Creditors; the Assignee whom they have appointed to check him (the Official Assignee) - but he ought to give security as they do in England.
