I express no opinion on the Attorney General's view of the law; but I think the moral responsibility of the Government for the official acts of the Registrar in those matters ought not to be entirely disregarded, especially in a Colony like this where the largest holders of property and the majority of the community know so little of the technicalities of the English law.

I therefore trust that it may be possible to adopt Chief Justice Sir John Smale's suggestion, and to provide in the Registrar's Bond some adequate safeguard for the liabilities incurred by that Official in his official capacities.
