I am happy to say that Mr. Buckeley Johnson gave the weight of his long experience in China in support of the views I have ventured to put before Her Majesty's Government as to the Chinese population. He said that, so far from the Chinese being exceptionally criminal, they are exceptionally the reverse, and that they are peculiarly susceptible to the influences of reformatory treatment. Though the Bill has practically passed, I put off the final stage, as well as the Second reading of the Banishment of Criminals Bill, till the next meeting of Council.
