I am averse to adding to the $100 license fee by laying any further charge on the retail-sale of the rum, and I shall therefore, unless otherwise instructed, take no steps to carry out Your Lordship's suggestion of imposing retail licenses to such a figure as would be compatible with not encouraging very small sales.
3. In 300 days the Company exported 44,628 gallons, only 208 were sold to European Storekeepers and 314 to Chinese ship-compradores. Under such circumstances I do not think it would be necessary to take any indirect means to prevent illicit sale of Spirit. I am still, however, of opinion that a Farm somewhat similar to that at Singapore would work well and add at least $100,000.
