the local papers that certain sums voted by the Council for the

supply and the sewerage of the Town of Victoria

had not been expended by Government, but had been used by

me to swell the balance in the

Treasury Chest. On this point I read

to the Council the Auditor-General's returns from which it appeared that out of sum voted for the Improvement of

the water Supply,

the local Government had

expended $47,000 and had completed

the work;

and out

of

the sum

of $20,000 for sewerage, I had Spent $19,962. I also read Sir Michael Hicks Beach's despatch

that he considered
