1. Ng Choy in asking leave and Mr. [Name missing] to introduce Tramway Bills.

2. Whilst entirely in favour of the principle of the Bills, I referred to the notices and mode of procedure required under the Royal Instructions in such cases, and declined to pledge the Government in any way to the details of either scheme.

3. Mr. Johnson's clear statement goes far to establish prima facie a case that Tramways are suited to this colony and would be of advantage to the public and to the Government.
