Mi Made... Whether such an institution as a Chinese almshouse is desirable or not. I would not allow a penny to be spent on it until the numerous public works now in hand have been finished.

Further, I doubt its desirability. It may lead Chinese to reside in the colony with a view to qualifying for state relief
