The two English newspapers published in Hong Kong have never (for reasons into which I need not enter) supported very zealously the Government policy of teaching English to the Chinese inhabitants, but Your Lordship will see from the enclosed article that the North China Herald has recently commented very [severely] on the failure of Central School to teach English to the Chinese.
