is removed as per rule 16 and lable -> able as per rule 1. Other corrections made include 'No.28' -> 'No.28', 'conversant with the Chinese language and capable of acting as the Governor's interpretes' -> 'conversant with the Chinese language and capable of acting as the Governor's interpreter', 'con' -> 'community', 'g Mong' -> removed as it seems to be a fragment, 'Noa 18969' -> 'No. 18969', 'C. 0.' -> 'C. O.', '23 J! 781' -> '23 Jan 1881' is not done as it is not clear if 'J!' is an OCR error, 'lange' -> 'large', 'ureducated' -> 'uneducated', 'boon' -> 'been', 'Fune' -> not corrected as it might be an OCR error or an abbreviation. 'Six' and '6.' are rejoined to make a coherent sentence. 'Hongthong' is corrected to 'Hongkong'. The text is formatted into paragraphs and minor spacing issues are fixed. The original 'Page 2702' is kept as per rule 12. The output is in HTML format using
