Idea of reverting to Dir Hercules Robinson's plan of a new Gaol on the separate system on Stone Cutters Island, I copy Surveyor General's letter to Acting Colonial Secretary, 27th October, 1880.

I have the honour to be, My Lord, Your Lordship's Most Obedient Humble Servant,

The Honble ...

I enclose a tracing of Lap-sap-wan, marked A, showing the position of a scale reclamation capable of being utilized for the proposed gaol. The site, namely 294,000 square feet, would necessitate a considerable reclamation and wall of great length, the cost of building the latter and levelling the ground would amount to over $60,000 (see Appendix I.).

As regards healthiness of position, Lap-sap-wan will be found less desirable than Stone Cutters' Island, as it is closely hemmed in by hills at the back. It is also overlooked by the Chinese Cemetery.

F. Stewart
Acting Colonial Secretary
