I do not know of any rule according to which the head of a Department is responsible for the moneys collected through his department or any right that he has to secure himself by taking bonds from his subordinates.

In this I believe the defalcation would not have occurred if the personal and it had been properly conducted by Mr. W. H. Marsh, the Colonial Secretary and Auditor General. For the execution the is also responsible, I fear W. Marsh is also responsible.
