business has brought to my observation a

most anomalous practice which has

long been in existence for a

long time at the Civil Hospital. There is no one on the staff who can be employed as Collecting Clerk. Consequently the bills when made out have been handed to the person who happened

to be the

Contractor for Hospital

supplies for the

year,

who in his turn handed them to his subordinates to collect the

money.

The Contractor is secured by bond to perform

his duties satisfactorily but as the collection of Hospital dues forms

a

part of

his

legitimate duties I doubt whether the bond would cover any defalcations that might
