Report on Ordinance No. 1 of 1881.

I have examined the accompanying Ordinance entitled "The Macao Extradition Ordinance 1881", and am of opinion that the Ordinance is not contrary to the Governor's instructions.

This Ordinance is in fact a re-enactment of Ordinance 12 of 1870 with the amendments directed in the Despatch of the Secretary of State dated June 22nd, 1880.

(signed) H.L. O'Malley, Attorney General. March 29th 1881.
