I have requested that the application may be made official.
2. Whilst anxious to give Sir Frederick Weld's Government all the assistance in my power in obtaining Chinese labour, I think it best that any engagements made by one of my Officials in a matter of the kind should be dealt with on my full responsibility.
3. I enclose for Your Lordship's information a copy of the Colonial Secretary's letter to the Acting Colonial Secretary of the Straits Settlements on the subject.
