For the same reason that seems to have influenced Sir Arthur Kennedy in promoting Mr Seth in February 1875, I now appoint him, subject to the Secretary of State's sanction, to the post of First Clerk in the Colonial Secretary's Office; and, during Mr Wodehouse's absence, to the post of Acting Chief Clerk and Clerk of Councils.
Apart from the admirable way in which W. Seth has, at all times, done his work as a Government Officer, his knowledge of the law brings him within the rule laid down by the Secretary of State's despatch No. 8 of the 28th August 1855 and in the Government Notifications of the 2nd July 1855.
