4th September, 1873. He has been acting as Assistant Registrar on the 1st September, 1875, and was promoted as the Clerk since the 10th August 1875, consequent upon Mr. Hillier having leave of absence, doing the duties conjointly with those of his own post.
103 Seth is an excellent linguist, speaking the Mandarin and other dialects - also Portuguese and Hindustani. He has also exhibited an aptitude for, and an energetic attention to, the Office work of the Police Court.
