Mr Sette has the additional recommendation of being an efficient Chinese Interpreter; he is also most useful in interpreting Hindustani and Portuguese, qualifications which are most useful to the Magistrates in dealing with the suitors who come to the Magistrates' Office for informations, &c.

I have the honor to forward to you to be laid before His Excellency the Governor these applications for appointments at the Magistracy to fill vacancies consequent upon the deaths of Mr James Collins, &c.

The Magistrates beg most respectfully to state that they have carefully considered these applications, having sole regard to the efficiency of the Public Service, and desire to recommend to His Excellency's favorable notice Mr Sette, and Clerk, for promotion to the Office of 2nd Clerk.

Mr Sette first joined the service of Government in this Department
