Lordship that the Chinese Opium Farmer pays in proportion to his profits a far higher comparative fee to the Government for the privilege of preparing in the Colony the Opium he exports to America and Australia. The Chinese Manufacturer gives Chandos of the Houghong Government probably fifty per cent on his profits: whereas the licence fee of which Messrs Jardine Matheson & Co. complain is not two per cent on their profits.

7. I understand the representations made on this subject to Your Lordship by Messrs Jardine Matheson & Co. are not concurred in by other members of the Board.

8. I venture to suggest to Your Lordship that it might be well to intimate to Messrs Jardine Matheson & Co. the desirability of their strictly complying with the Colonial Regulations 218 and 219 as regards their correspondence with the Colonial Office.
