The Minute on this despatch calls my attention to two points in reply to Sir John Hennessey.
1st he says the opium farmer pays perhaps 50% we as the Licence fee whereas (Jardine Matheson &) Co. distillery is why not 2%
I think a comparison between the two cases is out of place & misleading, and I would not notice...
