I have the honour to forward the letter written by Bishop Burdon, as Manager of the Public school held in St. Paul's College, under date of 3rd February 1881, enclosing the First Annual Report of this school.

Bishop Burdon asks for a temporary grant of $1000 "for two or three years." Grants of this nature would be a serious departure from the radical principle of the Grant-in-aid scheme, which is payment for definite results in specified subjects.
