Connexion as Interpreter has been proposed between interpretation in the Courts and duties of the Secretary for Chinese Affairs. Under the supervision of so able a Chinese scholar as Dr. Eitel, the standard of interpretation in the courts will doubtless be greatly raised and the duties of Registrar General & Chinese Secretary can be safely entrusted to Mr. Stewart.

Jobgrave that it is proposed in your despatch that Mr. Lockhart should be appointed as first cadet in the Interpretation department of 307 and I think it well to repeat that it is not my intention that cadets should be employed in the work of interpretation. The object for which they should be carefully trained in Chinese is to qualify them for filling the higher offices in the colonial service and discharging the duties appertaining to those offices without the assistance of interpreters.

With this view of the future cadets, I consider that Mr. Lockhart should not be employed in clerical work until he has acquired considerable mastery of the Chinese language...
