The Head of the Interpretation Department shall for the present be assisted by the following staff:
1. One First Clerk who shall combine with a thorough knowledge of English, a fair knowledge of the Chinese spoken and written language so as to be able to do documentary translation work from English into Chinese and from Chinese into English.
2. One Chinese Writer of style, who shall be a first-class Chinese scholar not necessarily possessing a knowledge of English.
