To the post of Chinese Writer I propose to appoint Mr. Wong-Kun-Lan, a Chinese Scholar, who is at present Chinese Teacher to the Inspector of Schools and assists in the editing of the Chinese portion of the Government Gazette,
in which capacities he has shown considerable ability, fidelity and zeal. The two posts of Chinese Copying Clerk I
would propose to fill by competitive examination, and the posts of messengers
in the
way usually adopted for such
lower appointments.

If Your Lordship approves my recommendation to appoint Dr Eitel to the post of Chinese Secretary and
Head of the Interpretation Department, he would vacate the Office of Inspector of Schools and I could easily make some temporary arrangement for the provisional performance of the work at half the Inspector of Schools salary until I can recommend another competent Officer for
the permanent office of Inspector of Schools.
