Amended Draft Rules for the detailed establishment of the proposed Interpretation Department and to request Your Lordship to sanction my proceeding forthwith to establish the new Interpretation Department on the basis herein recommended.
2. A comparison of these Amended Draft Rules with those Draft Rules which I submitted to Sir Michael Hicks Beach, together with the Minutes appended to them in my despatch No 79 of 31st May, 1879, will show that the plan now proposed is in accord with the recommendations made at the time by His Honour The Chief Justice and the other Officers principally interested in the establishment of the new department.
The Chief Justice has recently given renewed expression to his views regarding the need of an Interpretation Department such as I now propose. I enclose a copy of the Chief Justice's letter for Your Lordship's information.
3. Apart from the information contained in the Amended Draft Rules herewith forwarded, there are some points regarding which Sir Michael Hicks Beach in his despatch No 14 of 21 August, 1879, called for information and which, after having carefully re-considered the whole matter, I proceed to deal with.
