of Councils. He was the Senior Officer in the service, having commenced his Official career under the Superintendency of Trade before the Colony was established. He was by far the most experienced and hard working officer in the Colonial Secretary's Department where his loss will be much felt.

To fill this vacancy, I have on Govt Notification of 5th February (with 4 selected a gentleman who is admitted by all hands to be the best First Clerk remaining in the Hong Kong Civil Service, that is Mr Seth, who was promoted by Sir Arthur Kennedy in 1875 to be the First Clerk in the Magistracy. I have promoted Mr. James Parker, the Second Clerk in the Magistracy to be First Clerk, Mr. Li Hong Mi, the Third Clerk, to be Second Clerk, Mr. Ng Kwai Shang late Fourth Clerk in Magistracy and Temporary Clerk-Colonial Secretary's Office- to be Third Clerk in the Magistracy. I have given a temporary and provisional Clerkship of $40 a month in the Colonial Secretary's Department to Mr. Louis Gonzaga d'Almada e Castro, the son of the late First Clerk.
