If I understand the Chief Justice correctly in his Minute of Dec. 29, he intends to imply that the Governments responsible for a loss of monies lost by defalcations of a Registrar of the Supreme Court in his capacity as Official Assignee of Official Administrations or Trusts, are not at fault.
I do not admit such a contention.

I have the honour to acknowledge the receipt of your despatch No. 7 of the 14th of Jan. last on the subject of Mr. Thomson's complaint with regard to his position as Surety for M. Gibbons.
I request you to lay the bond entered into by Innes Falstons & his Sureties in this case before your Attorney General and call on him to report what in his opinion is the legal responsibility of the Government for wrongful acts of the Registrar.
