I am doubtful whether my powers of self-restraint will enable me to hear much longer, the insulting overbearing behaviour of the Chief Justice, which is displayed now on every occasion when I come into personal communication with him.

I have to ask Your Excellency to pardon my writing this plainly, but matters have reached that stage when plain speaking becomes obligatory.

With the permission of His Excellency the Governor, I shall be ready to publish a plan, by which I believe the work of the Supreme Court may be carried on in such accordance with the scheme propounded by the Secretary of State and the finances of the Court improved.
