This is not a fitting occasion to make any remarks as to the duties which Mr. Gibbons undertook under his contract with the Secretary of State nor to raise the question whether the conduct of Mr. Gibbons towards myself has been Insulting; but I am prepared to state that his conduct towards me has been from the first heinously insulting to me tending entirely to destroy my station and Authority and entirely insubordinate and that he is entirely unfit for his office.
