I keep a number

of accounts of the varied

office, with the necessary regularity and

accuracy. If His Excellency the Governor

will permit me, which I ask with extreme deference

I must pray for the removal of

Mr. Barff, I also pray for the appointment of some qualified accountant, to undertake the duty he has hitherto fulfilled, or to be relieved from responsibility in the event of any irregularity being hereafter discovered. I must also ask-

that the duties be defined, as well as the

duties of those officers who are to assist me,

and the extent to which I am to control

them. I am

very unwilling to raise any

difficulties and would gladly be relieved from

the position for which my previous training and experience have in no way fitted me, further than to give me a keen appreciation of the dangers which attend the conduct of an office without a competent staff, but while I hold the office with which Her Majesty's Government has entrusted me I must take that course

which my judgment dictates as the proper course and place upon record my objections, and protests as they occur.
