I have had experience, in the management of landed properties, and in winding up estates and in the general conduct of business, as well as the experience which falls to the lot of a Barrister in general practice, but I have never on any occasion acted without the aid of a competent staff of Accountants and Clerks,

of the Business of the Registrar's office, to be able to say, and I do say
without hesitation, that the services of a competent Accountant are absolutely essential, to keep the present system going in its integrity - without any reflection on the Character or
abilities
of the Deputy Registrars, I may be permitted to say that neither of them have
been accustomed to keeping or in any way trained to keep, accounts in the mode required, and without having acquired the habit, by sufficient training, it is, I may be permitted to say, impossible for any reason
