I find it stated that the Registrar "with his subordinates," discharges duties therein specified, but there is nothing to shew who those subordinates are. As I understand your Honor is the responsible Head of the Department, and forbidden have you to give any orders to Acting Honor's Clerk, who is Deputy Registrar... told Mr. Hazeland in my presence that he is not bound to keep the book of Rules and Orders which I, with the sanction of the Colonial Office Authorities brought from England, and desired him to keep. I am at a loss to understand who the subordinates are, with whom in conjunction are to be discharged my duties and how far my powers of "control and supervision" over the subordinates extend. I must therefore ask your Honor to be good enough to furnish me with the necessary details specifying those officers who are to be considered as my subordinates, and in what respects I am to control and supervise them.
