Sir Q. Hennedy referred to in the letter enclosed in your July 28th 1880 copy Honor's letter of before referred to. I fully recognize however the necessity as well as the duty of submitting returns to your Honor as the responsible head of the department and had I been aware that your Honor had undertaken that position I should myself more often without reference to any existing order or decision have at once submitted all documents to your Honor for examination and as I believe, I have invariably done with reference to all those proceedings for approval, in which I have found the sanction of the court to be required by Ordinance Your Honor entirely misapprehends my disposition and character if you entertain the notion that I have any desire to assume to myself a position which is not warranted by Ordinance or by the terms of my engagement or that I have other than the most extreme respect for the office which your Honor holds, but I was instructed in England that my official communications were to be through the Colonial Secretary and when the question was raised by Honor (not by me) your Honor distinctly
