engagement. That is a question which
can only be tried by the procedure
sanctioned by law, and as the administrator
of
the law in this Colony is a
party to
the controversy (defendants according to my view, though plaintiffs according to what I understand to be the view
of the Governor) it is

manifest no tribunal exists here by which it
can be decided.
Although entertaining the highest respect for the Executive Council both in their collective and individual capacity, I am not disposed to be bound by
their decision in

matter which
involves not only my
