I beg to say that I was not aware that the Colonial Regulations had any applicability to my case, nor can I admit that they do. I have always acted on the belief that my engagement was under a special contract and not in any way governed by the Colonial Regulations.
With regard to the letter of Mr. Justice Quayle, I am unable to reply thereto by reason of my not having seen it, but if it refers to some observations which I made on the occasion when Mr. Justice Quayle made a statement in Council in a matter which was controversial and affecting me with personal responsibility not warranted by law, I admit that I made some observations which might not have been discreet but which were unavoidable under the circumstances.
I prepared a statement setting out my grievances by way of information, but the exigencies of the Office prevented a copy being made in time before the letter now under acknowledgment was received. That statement, I submit, would have afforded a complete explanation which I trust would have been satisfactory to His Excellency.
I have now to pray that His Excellency will grant me the enquiry I have asked for, and if I am to answer the charges of the Chief Justice, that I may be furnished...
