Your explanations are so far unsatisfactory as to render it necessary that your proceedings should be dealt with under Chapter IV section II of the Colonial Regulations and on this subject it will be my duty to communicate with you again.

I am further to inform you that I have received and laid before the Governor a communication from the Secretary enclosing letters from Mr Justice Snowden, from which it appears that pending the consideration of the explanations you were called upon to give by the Executive, you persisted in making public statements of a similar character in open Court.

3. Under these circumstances the Governor interdicts you from the farther exercise of your functions as Registrar of the Supreme Court, until the regular steps have been taken according to Chapter IV section II of the Colonial Regulations.

4. During this provisional interdiction you will continue to draw full salary; and Mr. Massop will officiate as Registrar.

(signed) Fr. Stewart
Acting Colonial Secretary
