In the fourth paragraph of my despatch reporting the suspension of Mr. Lubbock's Bill, I referred to an unofficial effort I made, not for the first time, by invoking the good offices of a gentleman to bring under the notice of the Right Honourable Earl of Kimberley, Her Majesty's Principal Secretary of State for the Colonies,
