In the letter which I had the honour to address to the Under Secretary of State for the Colonies applying for the post of Registrar General and which I have just sent, I think I
may
have
wrongly
made it appear that the reason the duties in connection with the gambling had been intrusted to the Inspector of Police was because the acting Registrar General was not acquainted with Chinese.
This however I believe was not the case, and the result of the experiment which the Commissioner had been making regarding this
