4. There should be a Garden Committee consisting of 6 persons including the Surveyor General and the Superintendent of Public Gardens.

5. All plans for alterations and improvements should be considered and approved by the Committee before an Estimate is called for.

6. Sanction for expenditure to be obtained in the usual way by the Surveyor General.

7. Proposals for tree-planting throughout the Colony to be approved by the Committee and carried out by the Superintendent.

8. All works such as walks, path, earth works, drainage, when decided upon by Committee will be carried out by the Surveyor General's Department and under his supervision.

9. The Superintendent of Public Gardens will have sole control and responsibility of all that pertains to botanical and horticultural management of the Gardens.

10. All accounts of the Garden Department will be kept as formerly in the Surveyor-General's office and the necessary disbursements made by him, voucher when necessary by the Superintendent.

11. The coolies, gardeners employed in the Public Gardens will be under the sole control of the Superintendent.
