As I have appointed a Committee to supervise work at the Public Gardens and make suggestions, and some of the members were from the former Committee which complained of Mr Manson's unpracticability and utter neglect of all their suggestions, it does not seem desirable to give that officer a fresh opportunity of forming a Committee to expend Public money in the very fruitless and unauthorised manner which he appears to have been.
