8. The Code of Rules attached, framed by Sir Arthur Kennedy, Under those rules the Committee resumed charge of the Gardens and tree-planting, and itself did me the honour to elect it's Chairman and Mr Ford its Secretary.
9. In the course of time the Committee's interest in the details of its work, having given place almost entirely to its more pleasing duties of advising on matters of taste, landscape, gardening, horticultural exhibitions &c., the practical portion of its business got relegated to its Chairman and its Secretary. At first, as its organ, and at all times in unison with the Committee, I was able to exert some influence in Garden management and tree-planting, but instructions in any shape appearing so intolerable to the Superintendent, I was brought to see that should the day come when I might undertake the afforestations of the island on an adequate scale, it would be necessary to clothe the Chairman of the Committee with better defined powers than he actually possessed. I conceived that if the Superintendent, by virtue of his office, was to be held responsible for the outlay under Rule II, he should also, by virtue of his office, be charged with the guidance of the work.
