It is not on account of any dissatisfaction with my position or salary that I make this application, but because the relations between His Excellency Sir John Pope Hennessy and myself are such that I believe that, in the interest of the Public Service, it is desirable.

Hicks-Beach of 23rd August last shows me that the Right Honorable the Secretary of State took the same view as I have done of the duties and responsibilities of the Colonial Secretary. None of the instructions conveyed to the Governor by that Despatch have however been carried out, and I have reason to believe that Sir John Pope Hennessy will not admit me to any share of the general administration under him. I can conscientiously say that this is not owing to any fault on my part.
