I have the honour to submit for your consideration a suggestion which appears to me of great importance arising out of the correspondence which was forwarded to me for my information.
From the fact of there having been so much confusion in the accounts of the Supreme Court of Hong Kong it would seem that the system of book-keeping in use there must be defective, for if the system which now prevails in the English County Courts had been adopted in the Supreme Court it would seem to be impossible that any confusion could have lasted so long.
In the event of its not having been already adopted I would beg to suggest that the County Court system of keeping accounts should be forthwith put into practice and with that view I would ask to be allowed to purchase for the Government a complete set of Account Books as now used in the County Courts.
