the 829 of the 13th instant I have the honor by direction of the Governor to inform you that on the whole His Excellency makes out a case for the increased staff being asked for, It will be therefore inserted in the Medical Establishment—under the head "temporary and provisional" until His Excellency can ascertain the decision of Lord Kimberly on the subject.

As to the rather vague charges of insubordination brought by you against Dr. Wharry His Excellency thinks they ought to be dropped. Of course if you persist in pressing them His Excellency will give his best consideration to whatever you may produce but His Excellency must deprecate the frivolous and personal questions only.

I have the honor to acknowledge the receipt of your letter of the 30th of the instant with reference to the complaint I felt it incumbent on me to make about Dr. Wharry.

I do so with considerable regret because the previous communications with which His Excellency had favoured me in reply to similar complaints and the reports of D'O'Brien and Surgeon General Macpherson C.B. had not prepared me for its being under the circumstances countenanced and in the difficulty which I still labour in conducting the affairs of the Government Civil Hospital I have been compelled to seek His Excellency's official approval of the enclosed rules which I propose to send to Dr. Wharry for his observance and without which I fear it will not be possible for me to obtain the necessary information on which as Head of the Medical Department I am entitled to possess.

Upon the daily morning visit of the Colonial Surgeons to the Hospital the Superintendent unless unavoidably prevented shall make it his duty to attend the Colonial Surgeon at the latter's office
