It is with much regret that I venture to lay before your Lordship the annexed correspondence relating to difficulties and complications that have unhappily arisen between myself and Dr Wharry the Superintendent of the Government Civil Hospital, which materially affect the management of that Institution.

The complaints I have had to make against Dr Wharry have been submitted to His Excellency the Governor together with certain rules proposed by me for the better regulation of the official relations between him and me, but as the somewhat lengthy correspondence that ensued has resulted in nothing further than a reiteration of His Excellency's opinion previously conveyed to me, that the matter should be allowed to drop, I am compelled to appeal to your Lordship for support.
