I see no reason for departing from the regulations.
As to the morals of a cadet from residence in London, I don't think there is much to choose, chastity midleness is probably greater at Oxford.
There is one point however in the regulations which I think requires consideration. The student is confined to King's College.

I understand that Mr. his Chinese Stand Beal learned while serving as Chaplain in the Navy. His Constance Progepon of China. He studied with Chinese at University College, the Rev. S. Beal.
If, as I believe, he is a competent man, a change of studies would be a good thing for him to take.
There is a Student should not be left in ignorance of this point.
