In conclusion, I have been directed to submit that the Governor be requested to consult the General Officer Commanding on all points connected with the Command, and to call on no one to inspect with him the defensive works without first conferring with him on the subject.

I am directed to acknowledge the receipt of your letter of the 18th instant enclosing a plan of a part of the Kowloon Peninsula, shewing certain portions of land which His Excellency the Major General Commanding considers absolutely necessary to complete the defence of the Batteries at Kowloon, and in reply I am to inform you that the plan has been referred to the Surveyor General, for a report as to the rights of the Crown, and the rights, if any, of any private owners of property
