ruve grave clouth ae to the efficacy of the proposed Defence Works, in order that they might be duly considered before any more work be taken in hand. – Thewe also the hoair to bring to notice the first part of the paragraph marked (3) of the letter herewith, in which the General Officer Commanding was informed for the first time that the Governor had made a careful inspection of the Kowloon Peninsula with Her Majesty's Naval Commander in Chief in China, Vice Admiral Coote, C.B.; and to report that not only did the Governor think fit to make this inspection without the knowledge of the General Officer Commanding but without also making application to be accompanied by the Commanding Royal Engineer Officer or any Officer on the Staff.
– Consequent on receiving the letter above referred to, the General Officer Commanding wrote to Vice Admiral Coote, C.B., on the 5th July, and remarked that he would feel extremely obliged if he could inform him whether his views coincided with those of the Governor of Hong Kong - expressed in paragraph (2) of that letter.
