With reference to the letter of the General Officer Commanding addressed to the Colonial Secretary dated 18th May last referred to in my letter to you of the 17th inste concerning ...tle for defence works,
I have the honor to report that a letter was received at the Colonial Office Hong Kong, 19th May. Copy of which I forward herewith and to bring to notice that portion (Paragraph 2) of the same which states that the Governor entertains
