without giving notice to the authorities, the letter of Military 19th May, which was written under his directions by the Colonial Secretary to the Assistant Military Secretary, implied that the favourable opinion formed by the Governor was shared by the Admiral, a report he withheld from the General Officer Commanding; whereas the Admiral's report, a copy of which was forwarded with your letter of 10th May last, does not warrant such opinion.
It appears to Mr. Childers that the relations between the Governor and the Officer Commanding the Forces cannot be strained without serious detriment to the public.
